Peppol in the United Kingdom

The UK is not mandating Peppol for general B2B trade today, but the NHS and central government already require it, and HMRC is consulting on a wider mandate. Here is the current state of play and what UK suppliers need to know.

Where the UK stands

The UK has no general B2B e-invoicing mandate. PDF and paper invoices remain legally valid for VAT purposes. That sets the UK apart from neighbours like Belgium (B2B mandate live since January 2026), France (phased B2B mandate from September 2026) and Germany (B2B receiving obligation live since January 2025).

But Peppol is already in active use for two very large UK use cases: the National Health Service and central government procurement. Together these create real obligations for thousands of UK suppliers, and they make Peppol the de facto standard for any UK business that wants to sell to public bodies.

NHS Peppol mandate

NHS England published its eProcurement Strategy in 2014 and chose Peppol as the open standard for purchase order, despatch advice and invoice exchange. Under the strategy, every NHS trust in England has been required since 2018 to be able to receive Peppol-formatted documents from suppliers. The same model has been adopted by NHS Wales, NHS Scotland and HSC Northern Ireland, with their own rollout timelines.

For a supplier this means that selling into the NHS effectively requires Peppol capability. The trust will provide its Peppol Participant Identifier; the supplier sends purchase orders, despatch advices and invoices through their own Access Point; the rest is handled by the network.

Beyond invoices, NHS Peppol covers the full procure-to-pay chain. Catalogue (BIS Catalogue Without Response 3.0), Order (BIS Order 3.0) and Despatch Advice (BIS Despatch Advice 3.0) profiles are all in scope. This is one of the largest Peppol deployments in the world by document volume.

Central government and CCS

Central government departments in the UK are not bound by a single Peppol mandate the way the NHS is, but Crown Commercial Service (CCS) contracts increasingly include Peppol as an accepted or expected channel. Several CCS frameworks list Peppol BIS Billing 3.0 as a recognised invoice format.

The UK also implemented EU Directive 2014/55/EU before Brexit, which means contracting authorities must be able to accept e-invoices conforming to EN 16931. The Peppol BIS Billing 3.0 profile is the most widely used way to meet that requirement.

The HMRC consultation on B2B e-invoicing

In February 2025, HMRC and the Department for Business and Trade jointly published a consultation titled Promoting Electronic Invoicing across UK businesses and the public sector. The consultation set out four scenarios:

  1. Voluntary adoption with government promotion and best practice guidance.
  2. A mandate for B2G transactions only.
  3. A targeted B2B mandate above a turnover threshold.
  4. A full B2B mandate with phased rollout.

The response document was published in late 2025. As of April 2026 no draft legislation has been introduced. Industry expectations are that any UK mandate would build on Peppol BIS Billing 3.0 (so that UK businesses can interoperate with the EU and Peppol-using countries elsewhere) and would likely follow a phased model similar to France or Germany rather than a hard cut-over like Belgium.

How a UK business gets on Peppol

  1. 1Pick an Access Point or Peppol-enabled software. Several certified Access Points operate in the UK. Many ERP and accounting platforms (Sage, Xero, NetSuite, Microsoft Dynamics, SAP, Oracle, IFS) include built-in Peppol support or partner with an Access Point provider.
  2. 2Get a Peppol Participant Identifier. Your Access Point will register you in the Peppol directory under a UK identifier. Common schemes are 0190 (Companies House registration number) and 9930 (UK VAT number).
  3. 3Make sure your invoice template is EN 16931-compliant. Map your accounting fields to the BT-* business terms defined by EN 16931. Mandatory fields include invoice number (BT-1), issue date (BT-2), seller and buyer identification, line items, VAT breakdown.
  4. 4Validate before you send. Run your invoices through a Peppol validator to catch BR-* and PEPPOL-EN16931-* rule failures before they hit your customer's Access Point. Free validation is available at the validator linked below.
  5. 5Configure receiving. If you also receive invoices, register the document types you accept on your SMP record. Most Access Points handle this for you when you sign up.

Frequently asked questions

Is Peppol mandatory in the UK?

Not for general B2B trade. The UK does not currently mandate B2B e-invoicing the way Belgium, France or Germany do. However, NHS England has required all NHS trusts to be able to receive Peppol e-invoices since 2018, and Crown Commercial Service contracts increasingly expect Peppol capability. HMRC ran a public consultation on B2B e-invoicing in 2025; a UK mandate is being scoped but no firm date has been published as of April 2026.

Why does the NHS use Peppol?

NHS England adopted Peppol in 2014 as part of the eProcurement Strategy to reduce procurement costs and improve data accuracy across the health service. The mandate (issued under section 8 of the Health Act 2009) requires every NHS trust in England to be able to receive Peppol-formatted purchase orders, despatch advices and invoices. NHS Wales, Scotland and Northern Ireland have followed with their own Peppol initiatives. As a result, suppliers to the NHS need to be able to send Peppol BIS documents.

Which Peppol BIS profile does the UK use?

The UK uses the standard Peppol BIS Billing 3.0 profile (UBL 2.1, EN 16931-compliant) for invoices and credit notes, and Peppol BIS Order, Despatch Advice and Catalogue profiles for the related document types. The same Peppol BIS Billing 3.0 invoice that works in Belgium or Norway will validate against the UK profile. There is no UK-specific CIUS at the BIS level.

How does a UK supplier connect to Peppol?

By contracting a certified Peppol Access Point provider, or by using accounting / ERP software that includes built-in Peppol support. Several global Access Point providers operate in the UK. Once connected, the supplier is registered in the Peppol directory under a UK Peppol Participant Identifier (typically scheme 0190 / company number, or scheme 9930 / VAT). Sending an invoice to an NHS trust then becomes a single Peppol delivery, no bilateral mapping required.

Did Brexit affect Peppol in the UK?

No. Peppol is governed by OpenPeppol, an international non-profit, not by the EU. UK businesses, NHS trusts and Access Points remain full participants in the Peppol network after Brexit. The Peppol BIS Billing 3.0 specification, the AS4 transport profile and the SML/SMP discovery layer all continue to work the same way for UK senders and receivers. The UK simply does not have to follow the EU VAT in the Digital Age (ViDA) timeline.

What is HMRC's plan for B2B e-invoicing?

HMRC published an open consultation on standardised electronic invoicing in February 2025, jointly with the Department for Business and Trade. The consultation explored four options: voluntary adoption with government support, a mandate for B2G only, a mandate for B2B above a certain threshold, and a full B2B mandate. How do I validate a UK Peppol invoice?

A UK Peppol invoice is validated against the same EN 16931 (CEN) and Peppol BIS Billing 3.0 schematron rules as in any other Peppol country. Country-specific rules only fire when one of the parties is in a country that publishes them (the UK does not publish UK-specific rules at the BIS level, so only the BR-* and PEPPOL-EN16931-* rules apply).
