Are both validators really free?

Yes. Peppol Validator (peppolvalidator.com) is free and requires no signup. ecosio's free Peppol/e-invoice/XML validator is also free and, per their public product page, requires no registration. Both run in the browser as upload-and-check tools.

Which standards do they cover?

Both validators check documents against EN 16931 (the European e-invoicing standard) and Peppol BIS Billing 3.0. Both support UBL 2.1 and CII (the two official EN 16931 syntaxes). Both can validate XRechnung as a national CIUS, and both can check the CII payload that lives inside Factur-X / ZUGFeRD PDFs. Country-specific CIUS coverage and the way each tool surfaces results differ in detail.

Is there an API?

Peppol Validator has a public REST API documented at /developers. It is free, requires no signup and returns the same EN 16931 + Peppol BIS validation results as the web tool. ecosio's product page mentions that their validator is also available as a RESTful web service; the access path is not surfaced on the public free product page, so the practical answer is 'available (contact ecosio for details)'.

Which one should I use?

If you want a one-shot manual check of an invoice file, both tools work and there is no wrong choice. Try both and see which UI you prefer. If you need a documented public API to call from your CI pipeline, your ERP integration, or an AI agent, Peppol Validator is currently the path of least resistance because the API and agent interface are public, free and self-serve.
