How to fix BR-DE-10
Das Element "Deliver to city" (BT-77) muss übermittelt werden, wenn die Gruppe "DELIVER TO ADDRESS" (BG-15) übermittelt wird.
XRechnung rule from the KoSIT XRechnung 3.0 schematron (German CIUS of EN 16931). It applies only to invoices whose specification identifier (BT-24) is XRechnung. Such files are checked against EN 16931 and the KoSIT XRechnung rules instead of the full Peppol BIS rule set. Check your file with the XRechnung validator.
What this rule checks
If the invoice contains a DELIVER TO ADDRESS (BG-15), XRechnung requires the Deliver to city (BT-77) in it. An address without a city is not usable for the receiving authority.

How to fix it
Add a non-empty cbc:CityName to cac:Delivery → cac:DeliveryLocation → cac:Address, or remove the empty delivery address. In CII, add ram:CityName to ram:ApplicableHeaderTradeDelivery → ram:ShipToTradeParty → ram:PostalTradeAddress.
