How to fix PDF-03
No invoice XML is embedded in the PDF
A check of the PDF of a ZUGFeRD or Factur-X invoice, not of its XML. It runs when you upload a PDF; the embedded XML then gets the XSD and EN 16931 checks (XRechnung: also the KoSIT rules). Check your PDF with the ZUGFeRD validator or the Factur-X validator. What the PDF check covers.
What this rule checks
A ZUGFeRD or Factur-X PDF carries the invoice as an embedded file named factur-x.xml (Factur-X, ZUGFeRD 2.1 and later), xrechnung.xml (XRECHNUNG profile of ZUGFeRD 2.1.1), zugferd-invoice.xml (ZUGFeRD 2.0) or ZUGFeRD-invoice.xml (ZUGFeRD 1.0). None was found in the /EmbeddedFiles name tree or the catalog /AF array, and the XMP names no other embedded file.
How to fix it
Embed the invoice XML under its standard file name. A plain PDF invoice is not an e-invoice; to check the XML on its own, upload the .xml file.
